n a Black History Month program on Feb. 28 at Commonwealth Senior Living at Gloucester House, Dr. Elton Smith was honored in a special ceremony, celebrating him as a Trailblazer. In 1973, at the age of 45, Smith became the first black superintendent of a public school system in Virginia when he took the top position in King and Queen County.
