Richard Moughon’s decorated deadrise boat Melissa Ann, complete with Santa Claus, was one of about a dozen boats taking part in Sunday night’s lighted boat parade on the East River. The river was calm and the skies clear on the chilly evening as appreciative crowds watched from Williams Wharf and other shoreline vantage points.
