When I moved to the Northern Neck in 1997, I found something remarkable, “your word is your bond.” A bank loan officer said, “All we need to process your mortgage is proof of income and a credit report.” She added, “If you say you can afford the home, we believe it.”
That is no longer the case in the Northern Neck or the U.S.
On Dec. 5, 1994, Ukraine, the U.S. and Russia signed The Budapest Memorandum on Security Assurances. In exchange for guarantees of border security, Ukraine agreed to give up all its nuclear weapons.
The document prohibited Washington, London and Moscow from threatening or using military force or economic coercion against Ukraine.
The United Kingdom, France and China gave similar guarantees.
