Overregulation, propelled by inflated bureaucracy, misdiagnosed with additional legislation, is a full employment program for government employees. This includes those dispensing unemployment benefits to those jobless who enjoy the comfort zone. Those of us who "must eat our peas" are reminded of our duty to perpetuate the "goodness."

Catesby Jones comes to grips with this syndrome every day of his business life. He watches manufacturers and start-ups, stultified by senseless obstruction, depart for foreign shores only to be vilified by the authors who drove them there. The only housing market that prospers surrounds Washington, D.C.
