Samuel’s sons were judges (1 Samuel 8:1) v.3 “And his sons walked not in his ways, but turned aside after lucre, and took bribes, and perverted judgment.”
All the elders complained to Samuel, since his sons walked not in his ways; they wanted a “king to judge” them. Displeased, Samuel prayed to God. (v. 7-9). God told Samuel: “Harken unto the voice of the people,” it was not him they rejected, they did not want God “to reign over them” because the people had served other gods (v.4-6) KJV.
God gave the people the power to choose their form of government. Fast forward, 1776: British colonists were oppressed subjects to the king, whose rule by Divine Right made law, good or evil.
God gave the People sovereign political power to create government.
