James Samuel “Sam” Carter, 68 (born on August 26, 1956 in Fort Eustis, Va.) passed away on December 18, 2024 in Gloucester, Va. His battle with serious medical issues over the past several years show his courageous and heroic personality. Sam was a veteran of the U.S. Army and a member of the Disabled American Veterans Organization, Chapter 44, in Cape May County, N.J. After the Army, Sam began many careers working with his hands, as a painter, a scalloper, and a general contractor. Sam was always the first one to volunteer to help out a friend in need. He was as stubborn as they come, but he always knew how to have a good time. Above all, Sam loved his family immensely.
