Joseph Lombard, Nathan Vogt and Peter Foster gathered their inmates (and employees) behind bars in the Lombard, Vogt & Foster Jail for a picture for a Halloween contest. The dental office, which has been in operation since 1977, is located in Tyndall Square in Hayes.
