Bill “Seagull” Spencer, 82, of Gloucester, died on July 4, 2024.

He spent most of his life on the Southside of Hampton Roads, but after retiring from C&P Telephone (Bell Atlantic), he moved to Gloucester.

Survivors include his son, David; daughter, Jill DeCarlis, and a granddaughter.
